In commit #117469 (http://drupal.org/cvs?commit=117469) merlinofchaos added in the panel switcher plugin.

The following new function were added:

panels/includes/plugins.inc
- panels_switcher_switch // Switches one object for another just prior to load
- panels_get_switcher // Fetches a switcher plugin

The following database changes were made: (.install)
- added switcher_type, switcher_name, switcher_options columns to the panels_page table

Some additional logic was added to panels_page.module
- a check for $switchers
